1.       Purpose of Report

1.1      To hear the submissions on the Draft Cat Management Bylaw

2.       Recommendation

 

That the Consultation Panel

1.    Receives the report Hearing of submissions on Draft Cat Management Bylaw (R28869) and its attachment.

2.    Accepts the late submissions (tabled at the meeting) on the Draft Cat Management Bylaw.

 

3.       Background

3.1      On 5 September 2024, Council approved a Statement of Proposal for a Draft Cat Management Bylaw for public consultation and established a Hearing Panel to consider written and oral submissions.

3.2      Public consultation, using the Special Consultative Procedure, was undertaken from 9 September to 9 October 2024.

3.3      Council received 141 submissions on the Proposed Draft Cat Management Bylaw. with 128 (91%) in support and 13 opposed (9%).  Four submitters wish to be heard by the Hearing Panel:

3.3.1   Royal Forest & Bird Protection Society (Submission 98)

3.3.2   Predator Free New Zealand Trust (Submission 105)

3.3.3   Tasman Environmental Trust (Submission 101)

3.3.4   SPCA (Submission 142)
