Regional Transport Committee Delegations
Establishment and operation of the Regional Transport Committee is governed by the Land Transport Management Act 2003.
Areas of Responsibilities:
· Preparation of, or variations to a Regional Land Transport Plan, for approval by Council
· Preparation of or variation to a Regional Public Transport Plan, for approval by Council
· Provision of advice and assistance to Council in relation to its transport responsibilities.
Powers to Decide:
· To adopt a policy that determines significance in respect of
o variations made to regional land transport plans under section 18D of the Land Transport Management Act 2003
o activities that are included in the regional land transport plan under section 16 of the Land Transport Management Act 2003
· To approve submissions to external bodies on policy documents likely to influence the content of the Regional Land Transport Plan.
Powers to Recommend to Council:
· Approval of Regional Land Transport Plan
· Approval of any variations to the Regional Land Transport Plan
· Approval of any variation to the Regional Public Transport Plan
· Any other recommendations regarding the committee’s advice or assistance to Council in relation to its transport responsibilities.

6. Waka Kotahi: NZ Transport Agency Update (agenda item 7)

Waka Kotahi Director Regional Relationships South Island, Jim Harland spoke about the New Zealand Transport Agency’s (NZTA) financial position in light of COVID-19.
Mr Harland answered questions about the NZTA’s ability to take on new projects, and about regional differences regarding recovery from COVID-19.
Mr Harland, supported by Waka Kotahi Lead Strategic Planner, Steve Higgs, answered questions about how the anticipated delays to upcoming key dates for the 2021-2024 National Land Transport Programme might impact the Regional Land Transport Plan process for councils, including the alignment with Long Term Plan processes.
Mr Harland answered questions about the Blenheim to Nelson speed review, noting Waka Kotahi would release its decision post-election 2020, but before Christmas 2020.
Mr Harland undertook to follow up about the surface replacement on Queen Elizabeth II Drive.

1. Chair’s foreword
1.1 My Chair’s report centres on several significant issues.

3. SH6 (Nelson to Blenheim) Speed review
3.1 Waka Kotahi recently announced their decision to reduce speed limits on SH6 between Nelson and Blenheim, including the section of the highway north of the Trafalgar Street roundabout to 440 metres north of Allisdair Street and the urban boundary.
3.2 The community have long been agitating for reduced speed limits along this section of the highway and it was the subject of its own speed review before being included into the wider review.
3.3 In addition, the speed limits north of the urban boundary to the summit of the Rai Saddle (the section of state highway within the Nelson City area) have also been reduced, generally from 100 km/h to 80 km/h. The section of SH6 north of Teal Valley Road to 770m north of Whangamoa Saddle Summit has been reduced even further to 60 km/h and a 60km/h variable school zone outside Hira School.
3.4 The new reduced speed limits will take effect on 18 December this year, and just before Christmas.
3.5 These changes are well overdue and welcomed. The number of crashes resulting in deaths and serious injury on the section of the state highway network are unacceptable. The evidence is clear, where speed limits are lowered, the number and severity of crashes is decreased.
4. Pending changes to Waka Kotahi
4.1 Proposed changes by Waka Kotahi will see the three RTCs from the Top of the South join with the Lower North Island region.
4.2 The relationship with Nelson RTC and Waka Kotahi has not always been smooth. To their credit Waka Kotahi have listened and taken on board any feedback provided by the RTC and the relationship has much improved.
4.3 Nelson has been well served by Mr Jim Harland is his role Director Regional Relationships for the South Island. I look forward to the excellent work and strong relationship continuing under the new structure.
5. South Island RTC Chairs (SIRTC)
5.1 Our RTC has been a member of the SIRTC since 2016. My Tasman District Council colleague, Councillor Stuart Bryant has been elected as the current chair and I wish him well in this appointment.
5.2 A recent meeting of the group has agreed a refresh of the Charter and this is a subject of this report for the RTC’s information. It was also agreed that notwithstanding the pending Waka Kotahi NZTA changes (see item above) that the Top of the South RTCs are still critical to the single voice for the South Island and will continue to be part of the SIRTC.

1.1 To receive the 2019/20 Annual Monitoring Report on the Regional Land Transport Plan 2015-2021.

3. Background
3.1 Section 16(3)(f) of the Land Transport Management Act 2003 requires measures to monitor the performance of the activities identified in the Regional Land Transport Plan (RLTP). Appendix 3 of the Regional Land Transport Plan details the Regional and Nelson monitoring indicators and targets and states that the monitoring will be reported annually. Some changes to the Regional monitoring indicators occurred in the Mid Term Review of the RLTP including the introduction of vehicle occupancy, walking and cycling counts, and bus patronage.
4. Discussion
4.1 Many of this year’s measurements have been affected by the Covid-19 Alert levels. The monitoring report is appended as Attachment 1.
5. Conclusion
5.1 The monitoring report is required by the Land Transport Management Act 2003.

SH6 Hope to Wakefield Speed Limit Review - Submission
1. Purpose of Report
1.1 To approve the submission to the Waka Kotahi NZ Transport Agency (NZTA) on the SH6 Hope to Wakefield Speed limit review.
2. Recommendation
3. Background
3.1 In July 2019 NZTA confirmed prioritisation of SH6 speed management activities in the top of the south and, following technical assessments, the safer speed review proposal for Hope to Wakefield (Attachment 1) was released in November 2020 for feedback.
3.2 This proposal follows on from the Blenheim - Nelson review which Council has previously submitted on and which will result in limit reductions being introduced from 18 December 2020.
3.3 The letter of submission (Attachment 2) has been sent following discussions with the Chair and Deputy Chair of the Regional Transport Committee (RTC).

South Island Regional Transport Committee Chairs - Collaboration Charter
1. Purpose of Report
1.1 To note the revised South Island Regional Transport Committee Chairs Group (Group) Collaboration Charter (Charter).
2. Recommendation

3.1 The Nelson City Council (NCC) has been part of the Group since July 2016. The Group is currently chaired by Tasman District Council’s Regional Transport Committee (RTC) Chair, Councillor Stuart Bryant.
4. Discussion
4.1 The Group, on the 30 November 2020, agreed to revise the Charter (Attachment 1) and this is provided to the Committee for information.
