A report
titled Late Submissions - Draft Annual Plan 2019-20, including
Community Housing and Wakatu Square Potential Sale of Land for Commercial Use
is attached and to be considered as a major late item at this meeting.
Section 46A(1)-(6) of the Local Government Official Information and Meetings Act
1987 and Standing Order 9.8 require that agendas are distributed with the
associated reports. As this report was not distributed with the agenda
for this meeting, it must be treated as a major late item to be considered at
this meeting.
In accordance
with section 46A(7) of the Local Government Official Information and Meetings
Act 1987 and Standing Order 9.12, a procedural resolution is required before a
major item that is not on the agenda for the meeting may be dealt with.
In accordance
with section 46A(7)(b)(i) the reason why the item was not on the agenda is
because it came to hand after the agenda had been distributed.
In accordance
with section 46A(7)(b)(ii) the reason why discussion of this item cannot be
delayed until a subsequent meeting is because the purpose of this meeting is to
hear submissions to the Draft Annual Plan 2019-20, including Community Housing
and Wakatu Square Potential Sale of Land for Commercial Use.

1. Considers
the item regarding Late Submissions - Draft Annual Plan 2019-20,
including Community Housing and Wakatu Square Potential Sale of Land for
Commercial Use at this meeting as a major item not on the agenda, pursuant to
Section 46A(7)(a) of the Local Government Official Information and Meetings
Act 1987, to enable a timely decision to be made.

1. Purpose
of Report
1.1 To
receive and accept late submissions to the Draft Annual Plan 2019-20, including
Community Housing and Wakatu Square Potential Sale of Land for Commercial Use.
Draft Annual Plan 2019-20
1.1.1 Three late
submissions (A2188533) have been received
and are attached for your information
(#20267, #20268 and #20273).
1.1.2 Two of
the late submitters
– Mary Ellen O’Connor #20267 and David
Leonard, Nelson Cricket
#20268 – have indicated
that
they
wish to speak
in support
of
their submissions.
Wakatu
Square: Potential Sale of Land
1.1.3 Two late
submissions (included in document A2188533) have been received
and
attached for your
information (#20269 and #20274).
1.2 If these
submissions are to be included
in
the formal decision making
process, a resolution to that effect must be passed
at today’s
meeting.
1.3 Graeme O’Brien
#20125 has provided information missing
from his original submission (A2188438)
and Ru Collin, Brook Waimarama
Sanctuary Trust #20199 provided an updated version of the Trust’s submission with a corrected heading (A2188443). These are
attached for your information.
1.4 Late submitters
wishing to speak have been contacted and provided with a
timeslot, included in the hearing schedule.

That the Council
1. Receives

and its attachment/s (); and its attachments (A2188533, A2188438 and
A2188443); and
2. Accepts the late submissions
to the Draft Annual Plan 2019-20, including Community Housing
and Wakatu Square Potential Sale of Land for Commercial Use.
