Approves the temporary road closures for the Armistice Day Commemorations on Sunday, 11 November 2018 and The Santa Parade on Sunday, 2 December 2018 or alternatively Sunday, 9 December 2018.

Temporary Road Closures for Armistice Day Commemorations and The Santa Parade
1. Purpose of Report
1.1 To approve the temporary road closure application for the Armistice Day Event on 11 November 2018.
1.2 To approve the temporary road closure application for the Santa Parade on 2 December 2018 or wet weather contingency day of Sunday, 9 December 2018.

3. Background
3.1 It is a requirement that temporary road closures made under Schedule 10 Clause 11(e) of the Local Government Act 1974 come to the Hearings Panel - Other for approval.
4. Discussion
Armistice Event
4.1 On 12 September 2018 the Nelson City Council Heritage team applied for the closure of Selwyn Place on Sunday 11 November 2018 from 7am until 7pm.
4.2 Reasons for the extent and duration of the proposed road closure are:
4.2.1 The event will have a double sided stage with an audience sitting on the Church steps to watch a play re-enacting the 1918 signing of the Armistice and an audience on the other side of the stage standing down Trafalgar Street watching performers (Three Ring Riot, Rob FireNix and Nelson Brass).
4.2.2 There will also be stalls and games in the 1903 Square and displays of military vehicles and information from the Nelson Provincial Museum.
4.2.3 The road will be closed shortly before the stages are constructed and re-opened as soon as everything is cleared away.
4.3 Council placed a notification in Our Nelson on 19 September 2018 to notify of its intention to close this road and asking for feedback by Friday 5 October. The advertisement was also posted on the Council’s website.
4.4 The following feedback was received:
4.4.1 “This is a good use of that space between the Cathedral Steps and the pedestrianised Upper Trafalgar St. It should become a permanent public space for pedestrian use.”
4.5 This event does not require a resource consent for noise.
4.6 The event will be covered by Council’s public liability insurance.
4.7 Council officers are working with Nelmac regarding the traffic management for this event.
4.8 Consultation with Police has been undertaken for this event and they have given their approval.
4.9 Consultation with NZTA has not been undertaken for this event due to this not having an impact on the State Highway.
4.10 Emergency access to all areas of the closed roads will be provided at all times.
4.11 The road closure will not exceed the aggregate of 31 days for any year.
4.12 Council officers are satisfied that the road closure will not unreasonably impede traffic because alternate routes are available and the extent and duration is limited.
4.13 Council officers recommend that this application be approved.
Santa Parade
4.14 On 24 September 2018 the Santa Parade Trust applied for the closure of the roads listed below on Sunday 2 December 2018 for the Nelson Santa Parade, refer Attachment 1 (A2066642) for a map. The wet weather contingency being Sunday 9 December 2018.
4.14.1 Hathaway Terrace, Trafalgar Park Lane and Hathaway Carpark;
4.14.2 Trafalgar Street from Grove Street to Selwyn Place (including Halifax and Bridge Street intersections);
4.14.3 Hardy Street from Church Street to Collingwood Street;
4.14.4 Park Street, Morrison Street and Hope Street.
4.15 All closures will be implemented from 11am. When the parade moves through (starting at Hathaway Carpark), the closures will reopen behind the parade. The last closure being removed at 4pm.
4.16 These closures are similar to the road closures for the Santa Parade last year but extend further down Hardy Street (to Collingwood Street) and include the use of the 1903 Square for Santa’s grotto.
4.17 The reasons for the extent and duration of the proposed road closure is to enable the annual Santa Parade to take place and to install and dismantle all associated traffic management equipment.
4.18 Council placed a notification in Our Nelson on 2 October 2018 to notify of its intention to close these roads and asking for feedback by Friday, 12 October 2018. The advertisement was also posted on the Council’s website. If any feedback is received this will be circulated at the meeting.
4.19 This event does not require a resource consent for noise.
4.20 The applicant has shown evidence of adequate public liability insurance.
4.21 Council officers are working with Asphalt and General regarding the traffic management for this event.
4.22 Consultation with Police has been undertaken for this event and they have given their approval.
4.23 Consultation with NZTA has been undertaken for this event due to the proximity to the State Highway. NZTA have raised no concerns in regards to this event.
4.24 Emergency access to all areas of the closed roads will be provided at all times.
4.25 The road closure will not exceed the aggregate of 31 days for any year.
4.26 Council officers are satisfied that the road closure will not unreasonably impede traffic because alternate routes are available and the extent and duration is limited.
4.27 Council officers recommend that this application be approved.
Options
4.28 The Hearings Panel has two options, either to approve or decline the temporary road closure applications. Officers recommend approving both temporary road closures.

5. Degree of significance and level of engagement This matter is of medium significance because of the number of people affected and the short duration of the events. A request for feedback was advertised in Our Nelson and on the Council’s website. |
6. Inclusion of Māori in the decision making process No specific engagement with Māori has been undertaken in preparing this report. |
7. Delegations The Hearings Panel - Other has the following delegations to consider temporary road closures: Functions: · To conduct hearings and/or determine under delegated authority applications relating to the Dog Control Act 1996, all matters relating to Temporary Road Closures pursuant to Schedule 10 Clause 11(e) of the Local Government Act 1974, matters relating to naming features within the city, and any other matters required for determination by Council under legislation as determined by Council.
