Minutes of a meeting of the Sports and Recreation Committee

Held in the Council Chamber, Civic House , 110 Trafalgar Street, Nelson

On Tuesday 3 April 2018, commencing at 9.03am

 

Present:              Councillor T Skinner (Chairperson), Her Worship the Mayor R Reese, I Barker, M Courtney, K Fulton, B McGurk and S Walker

In Attendance:   Chief Executive (P Dougherty), Group Manager Infrastructure (A Louverdis), Group Manager Community Services (C Ward), Acting Group Manager Strategy and Communications (N McDonald), Manager Organisational Assurance and Emergency Management (R Ball) and Governance Adviser (E Stephenson)

Councillor Barker advised that he had provided an update to the Interests Register and no interests with items on the agenda were declared.

5.1      20 February 2018

It was noted that Councillor Fulton was recorded in the previous minutes attendance record as an apology, which was incorrect as the apology was not accepted. The minutes were confirmed with the Councillor’s name removed against apologies.

6.       Chairperson's Report  

 

The Chairperson provided a verbal report. Points he covered included:

 

·         The Saxton Shooting Range Open Day had been held. There were 111 attendees, this had been a positive event

 

·         The Waahi Taakaro Golf Course – there had been positive feedback and a focus on the recruitment of younger people and females

 

·         Campsites over the summer - he had been impressed by how well the self-contained and non-self-contained campers together had worked, with 50 – 100 people paying their way

 

·         Trafalgar Park – the grass was growing green and had been laser levelled, there has been good feedback from staff, the rain had tested it on 22 March and the rain had gone straight through the grass. It was nice to see codes sharing the space for training and to see communication between staff

 

·         Mountain biking – the re-opening of the P51 Mountain Bike Trail

 

·         Brook Recreation Hub – should be ready to open by 30 June.

 

Group Manager Community Services, Chris Ward, responded to a question regarding plans to revisit sites designated for self-contained vehicles, noting that staff had met in the previous week to debrief after the season. He said that staff believed the bylaw had worked well and that a future report to the committee may suggest minor amendments to areas.

Group Manager Infrastructure, Alec Louverdis, answered questions regarding the Modeller’s Pond resource consent.

8.       Review of Natureland Funding and Business Plan 2018

Document number R9091, agenda pages 15 - 95 refer.

Consultant David Hammond spoke to his report and answered questions regarding Natureland’s future aspirations, international standards, building relationships, Council specific outcomes, biodiversity in Nelson, conservation objectives, the level of scrutiny over projects and capital and operational funding. Group Manager Community Services, Chris Ward answered questions relating to conditional funding agreements and the LTP.
