7. Chairperson's Report for Community Services 28 November 2017

Attendance: Councillor Lawrey entered the meeting at 9.05am.
The Chairperson provided an additional verbal report updating the Committee on Greenmeadows Reserve, noting that:
· changes to the project scope were approved by the Community Services Committee on 31 August 2017 which adjusted the completion date from November 2017 to February 2018
· more recent delays relating to steel delivery and installation had moved the February 2018 timeframe to the end of March 2018
· the majority of the structural elements were now complete and the steel roofing was installed over most of the roof. This reduced the influence of weather on the project and had allowed services subcontractors to progress.

8. Nelson Festivals Trust Deed

Group Manager, Chris Ward spoke to the report and answered questions.
Clarification was provided regarding the criteria relating to the Trust being classified as a Council Controlled Organisation. Discussion took place regarding the casting vote provision in the Trust Deed and appointment of Trustees.

Further questions were answered regarding Trustees’ remuneration, protection of the Nelson brand, funding, financial stability, delivery of the Arts Festival, Council involvement and the appointment of Trustees. The meeting was in agreement that the Trust deed should align with Council’s Standing Orders, which did not provide for a casting vote, and that Council should appoint more than one Trustee.
The meeting was adjourned at 9.46am and reconvened at 9.54am.
During debate, Her Worship the Mayor R Reese, raised a Point of Order, requesting that Councillor Lawrey withdraw the word ‘interference’ as she felt that it indicated impropriety. The Point of Order was upheld by the Chairperson and Councillor Lawrey subsequently withdrew the word.
The amended motion was put in parts.

10. Establishment of Nelson Whakatu Menzshed

Leases Officer, Jules Read, and Community Partnerships Adviser, Matt Walters, answered questions. Ms Read noted an amendment to paragraphs 3.4 and 4.10 of the agenda report, in that approximate costs for the works would be around $7,150, not $5,000.

Chairperson's Report
Our last meeting was some 12 weeks ago. When I look back over the previous 12 months we have made many decisions and achieved much. Thank you to the committee members for attending particularly the community groups you have graciously accepted to liaise with. We will hear more reports in the coming weeks.
I have attended the opening of the new Red Cross Service Centre facility in Tahunanui, been involved in the selection of the Nelson Festivals Trust Board Chair, given awards at the Kiwibank Local Hero Awards, had meetings with Age Concern and several community groups. A highlight for me was my recent visit to Nayland Primary School to give Certificates to the readers who completed 20 minutes reading every day of the holidays. It was truly a privilege to be in the presence of over 400 little faces and see the enthusiasm of our library staff member who attended with me.
I have been concerned, along with others, at the increase in antisocial behaviour by a small minority of young people at Stoke Library. This was reported through to the Audit, Risk and Finance Subcommittee on 13 February 2018 as it related to health and safety of our staff. Our officers have indicated that they have put measures in place to deal with the immediate issues, and that they will bring a report to the Community Services Committee to cover off the range of different issues that need to be considered before deciding on a long term solution.
The quarterly report is in the agenda today and covers the work of our hardworking staff in each area covered by this committee.

Greenmeadows Centre - referral of delegation
1. Purpose of Report
1.1 To pass the delegation back to Council to receive a report on Greenmeadows Centre progress.
2. Recommendation

3. Background
3.1 The Community Services Committee has delegated power to consider matters in relation to the Greenmeadows Centre.
3.2 Officers would like to provide an update to the Council on progress towards the opening of the Centre and to highlight some risks to the project and how those are proposed to be managed.
3.3 The officers preparing the report has been heavily involved in the response to the damage caused by ex-tropical cyclone Gita and have not been able to complete the necessary analysis in time for this meeting. In order for the matter to be dealt with in a timely manner and because matters relating to the Greenmeadows Centre project have previously resulted in recommendations to Council, it is recommended that the delegation is passed to the 20 March 2018 Council meeting.

1. Purpose of Report
1.1 To provide a quarterly update on activity and performance for activities within the Community Services portfolio.
2. Recommendation

3. Background
3.1 The report summarises progress on activities falling within the area of responsibility of the Community Services Committee. It seeks to give detail on progress on annual plan projects and other matters falling under the Community Services portfolio.
4. Discussion – Libraries (and Heritage Facilities until 8 December 2017)
4.1 This activity area includes the three libraries. Responsibility for management of Founders Heritage Park, heritage houses (and their grounds), and associated heritage activities moved to Community Partnerships on 8 December 2017.
4.2 Victory Book Day – In partnership with the Victory Community Centre and Victory Primary School, the Library ran a day-long programme of over 40 activities at the school celebrating all things reading and literacy. These included storytelling, drama, computer coding and special guest authors, e.g., Jerri Pirc and Robbie Burton. Students were invited to come to school dressed as their favourite book character, and the event concluded with a parade. The day was considered to be a success and enjoyable for all involved in the activities.
4.3 Summer Reading Programmes 2017 – This year’s annual programme was around the theme of “It’s all Greek to Me”. Participants were invited to take a tour of Greece, via their history and myths and legends. Each day there was an expectation that children would read for at least 20 minutes.
4.4 Each child received a free book for enrolling in the programme. They also earned further prizes as they checked in at their local library throughout the summer period. This year we had 297 enrolments.
4.5 Young Adult Summer Reading Competition over Social Media – Young people were invited to share photographs of themselves completing challenges set by library staff, including reading a book with a family member, or a book they would not normally choose to read. We had 20 participants in the competition, who shared more than 50 photos.
4.6 Volunteers Christmas Party – Wednesday 29 November 2017 marked the annual Library volunteer Christmas Party. Mayor Rachel Reese and Councillor Gaile Noonan were in attendance to acknowledge the hard work and dedication that library volunteers show, and how vital their contribution is to ensuring valuable library services, such as Home Delivery, continue to reach customers who would otherwise not be able to get to the library.
4.7 Nightingale Library Memorial Refurbishment – The refurbishment of the Nightingale Library Memorial building took six weeks through September and October and was closed to the public for that period. Close liaison with the Tahunanui Community Centre allowed many of the organisations that used the library to meet at the Centre instead, and for books to be dropped off. The library was reopened by the Mayor on 15 October with Councillor Noonan in attendance amid a Family Fun Day. Councillor Barker was unable to attend but had prepared a video presentation, which was played. The hallway area is now a bright and welcoming space which has been much enjoyed by the public, and the new layout in the main library has been well received.

4.9 The decline in the door count figures reflects both the closure of Nightingale Memorial in October/November 2017 for building works and the close proximity of freedom campers to the library during 2016 following the Seddon earthquake.
5. Discussion – Community Partnerships
5.1 This activity area includes Founders Heritage Park, heritage houses, venue marketing, community development, community investment funding, arts and culture, festivals and events and associated community activities.
5.2 Founders Heritage Park – The work plan for the current budget year is under way and staff are busy getting onto the projects and tasks involved.
5.3 Heritage staffing – The Heritage Advisor is presently focused on organising the Heritage Week activities for April 2018, which are being rebranded as the Heritage Festival with a new model of community-led events.
Venue Marketing
5.4 A new media approach for Council venues has been implemented, which will enable our venues to promote themselves more effectively through websites and social media in the future.
5.5 A recent bid for the 2018 NZ Brewers Guild Conference with the Nelson Regional Development Agency has been secured for Nelson, with the Granary Hall at Founders Park being chosen for their welcome event, and the Trafalgar Centre for their banquet dinner and award ceremony.
5.6 Nine further trade shows and conferences have been secured across both locations for the next six months. Founders Park will be hosting conferences and conference dinners for the Royal Australia and NZ College of Obstetricians and Gynaecologists, Alcoholics Anonymous and the NZ Embroiderers Guild.
Community Development
5.7 The Governance Capacity Development project is under way with Council working in partnership with the Rata Foundation, Department of Internal Affairs and Volunteer Nelson to understand further the governance needs of third sector organisations in Nelson. The research phase is now complete with an action group meeting to translate the findings into a plan for a stronger sector. The final report has just been published and is attached for information.
5.8 The Age Connect coalition are continuing with work across communications, intergenerational, transport, groups and organisations, and technology.
5.9 Work continues on the Youth Strategy and the Youth Strategy Action Plan implementation with the focus on setting up the Youth Sector leadership group.
Community Investment Fund
5.10 Priority areas that were developed with the community and agreed to by the Council in November 2017 will be the focus for the funding allocations by the Community Investment Funding Panel for 2018/19.
Youth Council
5.11 The Youth Council end of year hui and induction for new Youth Councillors was held in December with six Youth Councillors continuing on to 2018, joined by 14 new recruits.
Festivals and Events
5.12 Arts Festival – There were 66 different events totalling 122 performances from 11-27 October. Forty percent of the shows were free and performed by locals. Eighty-one percent of the shows were sold out. There were 3,270 enrolments in the Masked Parade.
5.13 New Year’s event – The theme was the 1980s. There were over 3,000 attendees with a mix of local and out-of-town performers. The crowd was well-behaved.
5.14 China Week – From 6-11 November a mix of private and public events took place around business opportunities, culture, artistic performances, and food.
5.15 50,000 copies of the Summer Events Guide, including the Summer Events programme, were distributed in December. Events provided by Council in December included the Lantern Celebration and New Year’s Eve countdown event. More events are in the pipeline for January–March 2018, including Opera in the Park.
5.16 Planning for the Nelson Arts Festival 2018 (11-26 October) has started.
Arts Festival Transition
5.17 The Nelson Festivals Trust Board Chair, Brent Thawley, was appointed in December 2017. Recruitment for the remaining board members commenced in January.
6. Discussion – Community Facilities
Greenmeadows Centre
6.1 Following the recent decision to make changes to the kitchen area and the electrical switchboard (which will allow the Centre to accommodate a generator allowing it to be used in cases of emergencies), the completion date of December 2017 has been revised to May 2018.
6.2 The wet weather and current tight resources experienced nationwide by the building industry are placing pressure on the contractor to meet this revised deadline. However, officers are working very closely with the contractor to ensure that the changing rooms are ready for the start of the rugby season. The official opening is likely in June 2018.

6.4 The crematorium roller door has been repainted and the rest of the outside of the building has been cleaned and painted where required. The electrical components have had RCDs (residual current device) installed. The lighting has been replaced with LEDs (light-emitting diodes) which will improve quality and energy efficiency.
6.5 The chimney stack for cremator two has had the insulation renewed and the chimney structural integrity has been assessed during this process.
6.6 Two new burners have been ordered, which will be installed in cremator two when they arrive.

6.8 Several groups continue to regularly utilise the community halls, ranging from Tai Chi, Salsa and yoga, to Stoke Seniors art group, indoor bowls, table tennis and badminton. There are two new dance groups that have started at Trafalgar Street Hall recently.
