Meg Rutledge, Director, and Alan Hinton, Board Chair, of Natureland Wildlife Trust, spoke about the Trust’s 10 Year Plan and answered questions. A PowerPoint presentation was provided.

Mark Sheehan - Tasman United Football Club

Mark Sheehan, from Tasman United Football Club, spoke about the National Premier League Football teams representing the region. He provided an update to the Committee on where Tasman United came from, what they were up to and the benefits to the community that support from the Council brought and answered questions. 4.3      Les Edwards - Tasman Rugby Union and Dave McLeod - Project Architecture

    Les Edwards, of Tasman Rugby Union, and Dave McLeod, Project Architecture, spoke about proposed corporate boxes at Trafalgar Park.  A PowerPoint presentation was provided.

It was noted that a decision was required as soon as possible and the meeting agreed to request that an officer report on the proposal be provided to the December Council meeting, rather than the Sports and Recreation Committee, which was not meeting again until February 2018, due to urgency.

The meeting was adjourned at 10.05am and reconvened at 10.10am.

 

Tasman Rugby Union Port Stand alteration proposal

The Chairperson provided a verbal report, he said that he had attended the Riverside pool’s 90th anniversary and thanked Facility Manager, Dave McKenzie, for organising the celebration, which had displayed flags and a board at side of pool showing the history of the 90 year old building. It was also noted that the floor had been strengthened. The Chair reflected that this was a well utilised pool in a great old building, which had stood the test of time and fitted in well.

8 .       Nelson Marina Strategy - Adoption of Strategy

Property Parks and Facilities Asset Manager, Andrew Petherham, spoke to the report, provided background to the process and answered questions. Roger Gibbons was invited to the table and provided background information regarding the formation of the advisory group, and answered questions. Mr Petherham noted a change (underlined) from the previous report on page 163 of the agenda regarding the increase of berth provision for visitors to 25%, as no longer relevant and that the strategy contained a few typographical errors, which would be corrected.

A question was asked regarding the difference in paragraph 5.2 of the officer report and section 3.2 of the SLR report.

The meeting was adjourned at 11.02am, for a point of clarification, and reconvened at 11.03am.

It was confirmed that the SLR version was correct and paragraph 5.2 of the officer’s report should be disregarded. Two images showing potential Marina layouts were tabled.

Requests to the granting of a blanket easement (easement in gross) in favour of Nelson City Council from Radio New Zealand.  The easement in gross is granted not specifically to any parcel of land but exclusively to Nelson City Council.   The easement area is shown in red on the plan Attachment One (A1837467) of the Saxton Fields Reserve with all legal costs associated with the easement over Saxton Fields Reserve to be met by the project budget; and

Confirms the easement be agreed under section 48(1) (d) of the Reserves Act 1977, acting pursuant to a delegation from the Minister of Conservation.

1.       Purpose of Report

1.1   To pass the delegation back to Council to receive the report Nelson Mountain Biking Economic Study.

 

 

 

2.       Recommendation

That the Sports and Recreation Committee

Refers the decision to receive the BERL report ‘Nelson Mountain Biking Economic Study’ to Council.

 

 

3.       Background

3.1   Council has engaged consultants BERL to undertake a study into the economic benefits generated for Nelson from mountain biking activity. This report is now being finalised and would normally be presented to the Sport and Recreation Committee.

3.2   Due to unforeseen circumstances, the consultants are not available to attend any of the forthcoming meetings of the Sport and Recreation Committee, and so it is recommended that the delegation is passed back to Council to consider this report and to hear from the consultants. They are available to attend the Council meeting on 20 March 2018.

1.       Purpose of Report

1.1      To receive the report Supply & Demand – Winter Sports Fields.

 

 

2.       Recommendation

 

That the Sports and Recreation Committee

3.       Discussion

3.1      Access to and use of sport fields in the Nelson district is the subject of ongoing discussions and to assist in the development of the Long Term Plan 2018-28 an assessment of sports fields in the Nelson district was undertaken in 2017. This report is to present the report ‘Supply & Demand – Winter Sports Fields’ and its findings.

3.2      The report focused on community use of winter sport fields for three major users; football, rugby and league, and considered the uses including regular competition, training, skills development programmes, representative, social or college teams as well as other activities such as one-off events.

3.3      The report assessed data provided by the three codes and both councils. It assessed two areas; artificial turf in comparison to other surfaces over a 20 year period (including cost of construction, maintenance, replacement and renewals, potential utilisation levels, and other requirements such as lighting and seating) as well as current and projected future demand for sports fields.

3.4      The Sport Field Supply and Demand Model developed in 2007 by Sport New Zealand and Auckland City Council was used. It measures team numbers as a base for determining demand and playing capacity of individual fields to calculate supply. As codes in the region play sport over both the Nelson and Tasman district, the availability and use of fields in both areas was made part of the review.

3.5      The report considered artificial turf from a community sport use perspective and concludes that it is difficult to justify an investment in artificial turf in Nelson particularly given overall surplus capacity. However it does recommend some adjustment to field allocation, improving drainage at some fields and consideration of lighting. If Council wished to support high performance sport through provision of an artificial turf that should be considered separately to the findings of this report.

3.6      Once received by the Committee the report will be shared with interested stakeholders, including the sports codes that contributed data and Tasman District Council, and feedback on the conclusions sought.

3.7      The consultants who prepared the report will be present at the Committee to present the findings and answer any questions. 

4.       Conclusion

Officers recommend the report ‘Supply & Demand – Winter Sports Fields’ is received.

6.   Inclusion of Māori in the decision making process

Māori have not been consulted in preparation of this report.
