Temporary Road Closures (Nelson Santa Parade, Christmas Carols, New Years Eve Lockdown, Trafalgar Street Market Day and Buskers Festival )

     

 

1.       Purpose of Report

1.1      To approve/decline the temporary road closure applications for the following events:

·    Nelson Santa Parade on Sunday 3 December 2017

·    Christmas Carols by Candlelight on Sunday 24 December 2017

·    Trafalgar Street Market day on 3 February 2018

·    Buskers Festival on Saturday 3 February and Sunday 4 February 2018

 

 

2.       Recommendation

That the Hearings Panel

Receives the report Temporary Road Closures (Nelson Santa Parade, Christmas Carols, New Years Eve Lockdown, Trafalgar Street Market Day and Buskers Festival) (R8395) and its attachments (A1842535, A1846586, A1846604 and A1846595); and

Approves the application for the temporary road closures for the Nelson Santa Parade, Carols by Candlelight, Trafalgar Street Market and Buskers Festival.

 

 

 

3.       Background

3.1      It is a requirement that temporary road closures made under Schedule 10 Clause 11(e) of the Local Government Act 1974 come to the Hearings Panel - Other for approval.

4.       Discussion

          Nelson Santa Parade

4.1      On 4 October 2017 an application was received for the temporary road closure of CBD streets for the Santa Parade to be held on Sunday 3 December 2017.  The application includes the event running on the following Sunday (10 December) if the 3 December has inclement weather. 

4.2      Due to the summer closure of the top of Trafalgar Street a new route was agreed upon between the Santa Parade Trust and Council as moving the parade through the top of Trafalgar Street during the closure would have required removing fixtures in the area for the event.

4.3      These closures are detailed in Figure 1 of Attachment 1 (the advertisement placed in the Nelson Mail).  A map of the closures is Figure 2 of Attachment 1.

4.4      Council officers placed an advertisement in the Nelson Mail on Saturday 7 October 2017 informing of the proposed closures and asking for written feedback by Thursday 26 October.  The organiser distributed this advertisement to directly affected properties.  No feedback was received.

4.5      The Police have approved of the closure.

4.6      The Traffic Management Plan has been approved for this closure.

4.7      The applicant has shown evidence of adequate public liability insurance.

4.8      Emergency access to all areas of the closed roads will be provided at all times.

4.9      Council officers recommend that this application be approved.

          Christmas Carols by Candlelight

4.10    As in past years, Council officers initiated an application for temporary road closure of Selwyn Place from 7:30 pm until 10:30 pm on Christmas Eve for the Christmas Carols by Candlelight event.

4.11    The Christmas Carols by Candlelight event is a long-running Nelson fixture.  No complaints have been received about this in recent years.

4.12    As in past years, road closures and traffic management for this event have been funded by Council from the Christmas / New Year road closure budget.

4.13    These closures are detailed in Attachment 2 (the advertisement placed in the Nelson Mail).

4.14    Council officers placed an advertisement in the Nelson Mail on Saturday 14 October 2017 informing of the proposed closures and asking for written feedback by Thursday 26 October 2017. Staff arranged for this advertisement to be distributed to affected businesses by Monday 16 October 2017.  No feedback was received.

4.15    This event will be covered by Council’s Global Events Consent (RM125012) for noise. 

4.16    The Police have approved of the closure.  

4.17    Council officers are working with Nelmac on a Traffic Management Plan.

4.18    Council’s public liability insurance will cover this event.

4.19    Emergency access to all areas of the closed roads will be provided at all times. 

4.20    Council officers recommend that this application be approved.

Trafalgar Street Market Day

4.21    On 5 October 2017 an application was received for the temporary closure of Trafalgar Street between Bridge Street and Hardy Street from 5am until 5pm on Saturday 3 February 2018 for the Trafalgar Street Market Day.  

4.22    The Trafalgar Street Market Day is an opportunity for local businesses to operate a market on the road.  This event has run for a number of years.  No complaints about the closures for this event have been received in the past.  

4.23    This closure is detailed in Figure 1 of Attachment 3 (the advertisement placed in the Nelson Mail).  A map of the closure is Figure 2 of Attachment 3.

4.24    This event will run at the same time as the Busker’s Festival, which will close Selwyn Place.  This is by arrangement. 

4.25    Council officers placed an advertisement in the Nelson Mail on Saturday 14 October 2017 informing of the proposed closures and asking for written feedback by Thursday 26 October 2017.  (See Figure 1 of Attachment 2.)  The organiser distributed this advertisement to directly affected businesses.  No feedback was received.

4.26    There will be no amplified sound on road reserve, so no noise consent is necessary for the approval of this road closure application.

4.27    The Police have approved of the closure.

4.28    Emergency access to all areas of the closed roads will be provided at all times.

4.29    The applicant has shown evidence of adequate public liability insurance

4.30    Council officers are working with the applicant about the required Traffic Management Plan.

4.31    Council officers recommend that this application be approved.

          Buskers Festival

4.32    On Friday 22 September 2017 an application was received for the temporary road closure of Selwyn Place for the Buskers Festival from 2pm until midnight on the days Friday 3 February until Sunday 4 February 2018.

4.33    These closures are detailed in Figure 1 of Attachment 3 (the advertisement placed in the Nelson Mail).  A map of the closure is Figure 2 of Attachment 3.

4.34    The Buskers Festival is a long-running Nelson fixture.  No complaints have been received about this in recent years.

4.35    Council officers placed an advertisement in the Nelson Mail on Saturday 14 October 2017 informing of the proposed closures and asking for written feedback by Thursday 26 October 2017.   (See Figure 1 of Attachment 3.)  The organiser distributed this advertisement to directly affected properties.  No feedback was received. 

4.36    This is a Council-funded event.

4.37    The event will be covered by Council’s Global Events Consent (RM125012) for noise. 

4.38    The Police have approved of the closures.

4.39    Council officers are working with the applicant about the required Traffic Management Plan.

4.40    Council’s public liability insurance will cover this event.

4.41    Emergency access to all areas of the closed roads will be provided at all times.

4.42    Council officers recommend that this application be approved.

5.       Options

5.1      The Hearings Panel has two options, either to approve or decline the road closure applications.

Costs are covered by annual operating budgets for road closures and Christmas/New Year Road Closures.

5.   Degree of significance and level of engagement

This matter is of low to medium significance because of the small number or people affected and the short duration of the event. Therefore a request for feedback was advertised in the Nelson Mail, on the Council’s website and distributed to affected businesses for feedback.

6.   Inclusion of Māori in the decision making process

Māori have not been consulted in this matter

7.   Delegations

The Hearings Panel - Other has the responsibility to consider and determine applications for temporary road closures made under Schedule 10 Clause 11(e) of the Local Government Act.

Application for Street Naming

     

 

1.       Purpose of Report

1.1      For the Hearings Panel to approve or decline an application for the naming of a road to vest in Council in Stage 5 of the Solitaire Investments subdivision RR165261.

2.       Summary

2.1      The Council has the authority to name roads, pursuant to s.391 of the Local Government Act 1974.

 

 

3.       Recommendation

That the Hearings Panel

Receives the report Application for Street Naming (R8547) and its attachments (A1844472 and A1844475);  and

Approves the name of “Huntaway Ridge” for the road to vest in Council under Resource Consent RM165261, shown as Lot 100 on the attached Scheme Plan dated July 2017.

 

 

 

4.       Background

4.1      The Applicant, Solitaire Investments, has submitted a number of options for the naming of this road.   The preferred option is “Huntaway Ridge”.

4.2      Each proposed name is assessed according to the criteria in the Road Naming Policy, as follows:

(a)       The name should not be the same as or similar to any other street in the Nelson/Tasman region.

(b)       Where appropriate, due regard should be given to historical associations within the district.

(c)       Where possible, the name should be consistent with other names in the area, or consistent with a theme in the area/subdivision.

(d)       The name should not be likely to give offence.

(e)       The name should not be commercially based.

(f)       The length of the name should be appropriate to the length of the street (ie. short names for short streets - for mapping purposes).

(g)       The name should not be likely to cause semantic difficulties, ie. spelling, pronunciation, or general understanding.

(h)       As a general rule, the proposed name should not be that of a living person, except in exceptional circumstances.

5.       Discussion

5.1      The road to be named has been part of a working farm.  The names approved for Stage 1 of the Development were “Quail Rise” and “Woolshed Drive”, which reflected the historical use of the land. The Developer wishes to continue this theme, and has proposed a number of names related to the use of the land for farming, including “Huntaway”, “Collie”, “Galloway”, “Friesian”, “Guernsey”, “Jersey” and “Farmhouse”.   The preferred name is “Huntaway”.

5.1.1   The road traverses a ridge spur that comes off the main ridge which Woolshed Drive runs along.  The suffix “Ridge” is deemed to be a appropriate suffix.

5.2      The proposed name is consistent with the historical use of the land, and continues the theme of the previous road names for this Development.

5.3      The proposed name does not conflict with the criteria of the Road Naming Policy.

6.       Options

6.1      The Hearings Panel has two options:

(a)     To approve the name or one of the other proposed names; or

(b)     To decline the name and to ask the applicant to submit alternative names.

Developers are encouraged to liaise with Iwi regarding road naming.  The Developer has not provided any record of consultation with Iwi in this instance.

7.   Delegations

6.18.3   The Hearings Panel has the power to name all features within the city requiring naming including roads, streets, service lanes, plazas, parking areas, parks, reserves, gardens and all public facilities or infrastructure.
