REPORT R7790

Temporary Road Closure - Morrison Street

     

 

1.       Purpose of Report

1.1      To approve/decline the temporary road closure application for the Morrison Square Mid-Winter Masquerade Night Market on Friday 30 June 2017.

 

 

2.       Recommendation

That the Hearings Panel - Other

Receives the report Temporary Road Closure - Morrison Street (R7790) and its attachment (A1755319); and

Approves the application for the temporary road closure for the Mid-Winter Night Market at Morrison Square on Friday 30 June 2017.

 

 

 

3.       Background

3.1      It is a requirement that temporary road closures made under Schedule 10 Clause 11(e) of the Local Government Act 1974 come to the Hearings Panel - Other for approval.

4.       Discussion

Mid-Winter Masquerade Night Market

4.1      On 3 October 2016, an application was received for the closure of Morrison Street from Hardy Street to Selwyn Place on Friday 30 June 2017 from 2:00 pm until 9:30 pm for a Mid-Winter Masquerade Night Market.

4.2      The Mid-Winter Masquerade Night Market is a joint venture between Morrison Square, Uniquely Nelson and Nelson stall holders.  The event will raise funds for Project Jonah.  The family-oriented event will include food stalls, children’s activities, a choir and musicians. 

4.3      This closure is detailed in Figure 1 of Attachment 1 (the advertisement placed in the Nelson Mail).  A map of the closure is Figure 2 of Attachment 1.

4.4      Council officers placed an advertisement in the Nelson Mail on Saturday 6 May 2017 informing of the proposed closure and asking for written feedback by Tuesday 16 May.  (See Figure 1 of Attachment 1.)  This advertisement was distributed to adjoining businesses by Monday 8 May.  No feedback was received.

4.5      The event operators will comply with noise limits in the Nelson Resource Management Plan.

4.6      No liquor will be sold on road reserve.

4.7      The applicant is working with Council on a Traffic Management Plan.

4.8      The Police have approved of the closure.

4.9      The applicant has supplied evidence of adequate public liability insurance.

4.10    Emergency access to all areas of the closed roads will be provided at all times.

4.11    Council officers recommend that this application be approved.

5.       Options

5.1      The Hearings Panel has two options, either to approve or decline the road closure application.

Important considerations for decision making

1.   Fit with Purpose of Local Government

·                The recommendations outlined in this report are directly aligned to the   requirements of:

·    The Local Government Act 1974, Schedule 10, Temporary Prohibition of Traffic;

·    The Local Government Act 2002, Clause 78, Community Views in Relation to Decisions.

2.   Consistency with Community Outcomes and Council Policy

The recommendation is consistent with Council policy.

3.   Risk

If this application is declined this may have adverse consequences on Council’s reputation in regards to supporting community events.

4.   Financial impact

There is no financial impact to Council as this is covered by the applicant.

5.   Degree of significance and level of engagement

This matter is of low to medium significance because of the small number or people affected and the short duration of the event. Therefore a request for feedback was advertised in the Nelson Mail, on the Council’s website and distributed to affected businesses. No feedback was received.

6.   Inclusion of Māori in the decision making process

Māori have not been consulted in this matter.

7.   Delegations

The Hearings Panel - Other has the responsibility to consider and determine applications for temporary road closures made under Schedule 10 Clause 11(e) of the Local Government Act.

REPORT R7844

Naming of New Facility at Stoke

     

 

1.       Purpose of Report

1.1      To decide the name for the new community facility currently under construction on the corner of Main Road Stoke and Songer Street.

2.       Summary

2.1      There have been some indications of potential names so these are provided to the Hearings Panel to consider as the potential final name for the new facility.

2.2      The names which have been indicated to date are ‘Greenmeadows’ ‘Greenmeadows Community Centre’ and ‘Greenmeadows Centre’.

2.3      With the project progressing it is important that the facility’s name is confirmed.

2.4      This will enable lease production and finalisation and any media and public release information on the facility in readiness for its opening later this year. Additionally signage for the centre will need to be confirmed to allow this to be procured and provided in time for the facility’s completion.

 

 

3.       Recommendation

That the Hearings Panel – Other

Receives the report R7844 Naming of New Facility at Stoke (A1754748); and

Approves the recommended name ‘Greenmeadows Centre’ for the new facility in Stoke.

 

 

4.       Background

4.1      The new community facility under construction in Stoke has a working name, mainly for reference purposes, of Stoke Greenmeadows Community and Sport Facility.  However there have been indications this is not intended to be the final name for the facility.

4.2      No prior formal notification has been received or provided by Council, to date, to confirm the final name for this facility. The Delegations Register indicates the power to name all features including Public facilities lies with the Hearings Panel this can then be informed to Council.

5.       Discussion

5.1      To enable the preparations for the building to become operational the final and official name for the new facility in Stoke is now required.

          ‘Greenmeadows’

5.2      This is one name indicated to date and is short and in line with name of the Reserve. However this could be confused with the Reserve so may not provide enough information for the public.

          ‘Greenmeadows Community Centre’

5.3      This seems to provide the right amount of information for the public. It continues the use of a well-known name with a long history of association with Stoke and thus also plays a role in way finding.

          ‘Greenmeadows Centre’

5.4      This name has been indicated as a good generic option for consideration.

5.5      Other names could be suggested by the panel and may be suggested as an alternative to the three names indicated to date.

5.6      It is advised that the name ‘Stoke Community Centre’ is the current registered name for the Stoke Seniors registered charity so has not been put forward at this stage.

6.       Options

6.1      To summarise there are three options for names indicated to date;

6.2      ‘Greenmeadows’ - Whilst this is short and easy, it may cause confusion with users and general public due to the association of the name with the adjacent Reserve.

6.3      ‘Greenmeadows Community Centre’ - This name provides a clear indication of the facility at the Greenmeadows reserve, preserves the local history in the name in the Stoke area.

6.4      ‘Greenmeadows Centre’ - gives the most generic title without pushing the community or sports aspects of the centre but differentiates from the Reserve’s name.

Important considerations for decision making

1.   Fit with Purpose of Local Government

This decision is part of the development of a facility that will provide services to the community.

2.   Consistency with Community Outcomes and Council Policy

Communities have access to a range of social, educational and recreational facilities and activities.

3.   Risk

There could be reputational risk if the name selected does not meet public expectations. This is a low risk as the name using Greenmeadows has been associated with the development since 2016 with limited negative feedback.

4.   Financial impact

No financial impact of this decision

5.   Degree of significance and level of engagement

This matter is of low significance because it is unlikely to impact the community and is reversible. Additionally the names proposed are in line with previous names referenced through the life of the project. Therefore engagement will be by public notification of the centres proposed name once the hearing panel has considered this.

6.   Inclusion of Māori in the decision making process

This no requirement for Māori inclusion in this decision, noting a Te Reo translation for the Centre can be sought if required and added in the Centre signage. 

7.   Delegations

The Hearings Panel has the power to name all features within the city requiring naming including all public facilities.
