2015/16 Annual Monitoring Report on the Regional Land Transport Plan 2015-2021
1. Purpose of Report
1.1 To receive the 2015/16 Annual Monitoring Report on the Regional Land Transport Plan 2015-2021.

2. Background
2.1 Section 16(3)(f) of the Land Transport Management Act 2003 requires measures to monitor the performance of the activities identified in the Regional Land Transport Plan. Appendix 3 of the Regional Land Transport Plan details the Regional and Nelson monitoring indicators and targets and states that the monitoring will be reported annually.
3. Discussion
3.1 The monitoring report is attached as A1654649
4. Options
4.1 The presentation of the monitoring report is required by the Regional Land Transport Plan. It is recommended that this report be received.

Stoke Foothills Business Case
1. Purpose of Report
1.1 To include the costs associated with the development of the Stoke Foothills Business Case in the current 2015/21 Regional Land Transport Plan (RLTP).

3. Background
3.1 Funding for the preparation of the Stoke Foothills Business Case was not included in the 2015-2021 RLTP. At that time it was considered problems stemmed from localised growth only and would not be eligible for NZ Transport Agency co-investment.
3.2 Funding for the Stoke Foothills Business Case of $100,000 has been provided in the Annual Plan 2016/17.
4. Discussion
4.1 In order to secure NZ Transport Agency (NZTA) co-investment, the Stoke Foothills Business Study must be included in the 2015-2021 RLTP.
4.2 Provided the final Strategic Case demonstrates the scale of the problem and the need to address it from a transport perspective the NZTA may co-invest in completion of the Programme and Indicative Business Cases, but first it must be included in the RLTP for it to be considered. For a full description of the NZTA Business Case methodology and terminology refer to attachment 1.
4.3 It is estimated that the total year end cost for 2016/17 will be $100,000 which will complete the Strategic and Programme Business Cases. It is proposed to budget for the sum of $250,000 to progress the Indicative Cases as determined by the Programme Business Case in 2017/18. If the application for co-investment from NZTA is successful, 48% of the costs associated with the Programme Business Case in 2016/17 and 49% of work in 2017/18 would be funded by NZTA.
5. Options
5.1 The following table summarises the two options available.

6. Conclusion
6.1 Funding for the preparation of the Stoke Foothills Business Case was not included in the 2015-2021 RLTP.
6.2 To ensure the Stoke Foothills Business Case is delivered in a coordinated manner that takes into account the wider transport network, it is recommended that funding from the NZTA is sought.

This report details the funding mechanism for undertaking that study only. The recommendation is neutral in relation to its fit with Nelson 2060. |
3. Risk This is a low risk decision as inclusion of the Stoke Foothills Business Case in the RLTP invites co-investment. |
4. Financial impact Refer to the financial summary in section 4.3 above. |
5. Degree of significance and level of engagement This is not a significant decision under the significance policy within the RLTP. A special consultative procedure has already been undertaken as part of the Long Term Plan 2015-2025 which included provision for preparation of the Stoke Foothills Business Case. |
6. Inclusion of Māori in the decision making process No specific consultation with Maori has been carried out in preparing this report. |
7. Delegations The Regional Transport Committee has the responsibility for considering inclusion of new projects in the Regional Land Transport Plan. The Regional Transport Committee has the power to decide this matter
