Mayor's Report - Additional Matter: Beach Bus
1. Purpose of Report
1.1 To approve a one-off increased financial delegation to the Chief Executive for a Special Economic Project.
2. Recommendation
Receives the Mayor's Report - Additional Matter: Beach Bus (R6939); and Approves the delegation to the Chief Executive to a limit of $15,000 from the Special Economic Projects fund for the Beach Bus initiative, subject to a satisfactory officer assessment of the initiative; and Approves a delegation to the Chief Executive to undertake minor physical works to enable the Beach Bus initiative to take place, should the officer assessment be favourable. |
3. Discussion
Beach Bus
3.1 Council has recently been approached by the Tahunanui Beach Camp, with the support of the Nelson Regional Development Agency, to contribute financial support for a temporary summer ‘Beach Bus’ service between the City and Tahunanui.
3.2 Subject to sufficient funding, the proposed service would run over the peak summer season, starting as soon as possible, ideally in mid-December. It is expected that the service will provide improved access for tourists and locals to the beach and city over this period.
3.3 Tahunanui Beach Camp has confirmed it will contribute $10,000 to the cost of the service. It has asked for a further $15,000 from Council.
3.4 Currently, the Chief Executive has delegated authority to approve Special Economic Projects to a limit of $10,000 per project. Subject to an officer assessment of the project, and so that the Chief Executive can approve funding for the proposal in a timely manner, it is recommended that the Chief Executive’s delegation be increased to $15,000 for the Beach Bus project.
3.5 If the officer assessment of the initiative is favourable, some minor physical works will be required in order to enable the initiative. For example, some car parks may need to be removed in order to provide for bus stops, and signage may need to be installed. It is recommended that the Chief Executive is also delegated the ability to undertake these works, to allow the initiative to succeed.
4. Conclusion
4.1 It is recommended that the Chief Executive’s delegation for special economic projects be increased to $15,000 for the Beach Bus project to enable timely approval of financial support for the initiative, subject to a satisfactory officer assessment of the project.

Freedom Camping - 2016/17 Summer
1. Purpose of Report
1.1 To provide Council with a number of options to cater for freedom campers expected in Nelson over the summer period.
1.2 To seek additional funding for support services for those areas approved by Council.
2. Summary
2.1 The Kaikoura earthquake has closed a State Highway (SH1) and diverted traffic onto other State Highway networks. This is having an impact on Nelson’s level of traffic and is likely to result in additional tourists and freedom campers.
2.2 The City needs a plan, between now and end of March 2017, to deal with this influx and increased predicted number of freedom campers.
3. Recommendation
Receives the report Freedom Camping - 2016/17 Summer (R6938) and its attachments (A1679285) and (A1680239); and Approves up to three priority locations for freedom camping (as listed below), and approves unbudgeted expenditure up to $80,000 for the 2016/17 summer period ending 1 April 2017:
· Akersten hardstand; · Rutherford Park; · Haven Road beside Anzac Park. |
4. Background
4.1 The M7.8 Kaikoura earthquake on Monday 14 November 2016 resulted in the closure of SH1 and the diversion of all vehicles from Blenheim to Christchurch via SH63, SH6, SH65 and SH7. These SH’s traverse 4 networks – Marlborough/West Coast/North Canterbury and Nelson-Tasman.
4.2 Various sections within these State Highway networks are requiring maintenance works and additional maintenance crews are out daily, since the closure of SH1, repairing potholes and other faults. Understandably, some delays are expected along this alternative route.
4.3 It is possible that Nelson will be an alternative destination to many holiday makers and tourists wanting to avoid the traffic and any possible delays. This will include freedom campers and there is a need for the City to plan accordingly.
4.4 Nelson usually has around 1,000 freedom campers over the summer period in its two carparks – Buxton and Montgomery - with a peak of around 80 at any one time in each carpark. This number excludes freedom campers elsewhere around the city.
5. Discussion
5.1 Currently freedom campers are using Buxton Square and Montgomery Square (limits apply 8am to 5pm).
5.2 Police note that these Squares are within the alcohol ban areas, which creates conflict for them. However most of the areas in and around Nelson have some sort of alcohol ban in place.
5.3 Signage in the carpark squares currently encourages freedom campers to use the Brook motor camp, Maitai motor camp and Tahuna motor camp. These are all outside of the CBD and require payment, which to most freedom campers may not be appealing.
5.4 Officers have considered a number of locations around the City that could be utilised for freedom camping (refer to Attachment 1). Each have their own complexities, advantages and disadvantages as set out in the attachment.
5.5 Most, if not all, will require resource consent. Due to the urgency of this decision, officers have commenced the consent process for key locations on those anticipated not to require notification.
5.6 Wherever Council agrees to allow freedom camping, comprehensive communications will be required – this is planned through “Campermate”; NCC website/Facebook; media; i–site; updated brochures and signage.
5.7 Officers have been able to secure 10 portaloo’s to be used in locations that may be approved by Council.
5.8 It is also acknowledged that access to the CBD is important as well as other facilities that will encourage freedom campers e.g. wi-fi.
5.9 The intent is to encourage freedom campers not to use the city’s parking squares, but to ensure aggregation of campers for ease of security and monitoring in areas that are close to the CBD and easily managed.
5.10 Of all the possible options, officers recommend the following locations (refer to Attachment 2 for locations) in addition to the two carpark squares, for a variety of reason including ease of securing consent and proximity to CBD.

5.11 In addition to the above priority list, a further short-list was considered. These are all deemed unsuitable for reasons including difficulty in securing consent, distance from CBD and resident consultation.

Note - With regards wi-fi, there are economies of scale possible with multiple sites – the first site will cost $11k and any subsequent site will cost about $8k and this is reflected in the table. Choosing one site (e.g. Rutherford) will attract the full cost of wi-fi and portaloos.

6. Options
6.1 Doing nothing is considered not to be an option.
6.2 Council has the option to consider a location or number of locations for freedom camping. Officer’s support up to 3 locations as detailed in 5.10. Securing these with urgency is dependent on the resource consent process.

7. Conclusion
7.1 Planning for influx of visitors and freedom campers is expected over this summer period as a result of the earthquake disruption.
7.2 Officers have considered a number of possible locations to cater for the likely influx of visitors and freedom campers, each with their own advantages, disadvantages and cost.
7.3 Not dealing with freedom campers is not considered an option and officers recommend up to 3 locations for freedom campers over Dec – March 2017.

Degree of significance and level of engagement This matter is of low significance as it does not have a long term impact on levels of service, no major financial impact, and does not involve a strategic asset. Therefore no community engagement is recommended. If a plan was not put in place the matter would be of medium significance to the community as an increased number of freedom campers without designated areas to camp could be frustrating for residents. |
