5.1 James Imlach - New Zealand Motor Caravan Association - 73
New Zealand Motor Caravan Association spokesperson, James Imlach spoke to the submission. He emphasised the New Zealand Motor Caravan Association’s concern about the extent and duration of the proposed parking restrictions on motorhomes and caravans on public roads, noting that these parking restrictions would not apply to other vehicles of similar size that were not motorhomes. He emphasised that in his view there was insufficient evidence of harm and that these restrictions would be disproportinate to safety considerations and unjustified and unreasonable.
5.2 Andy Corbin – 43
Andy Corbin spoke to the submission. He was a member of the New Zealand Motor Caravan Association and supported their submission. While he opposed the proposed parking restrictions on motorhomes and caravans on public roads, he stated that should the Council proceed with the measures, the enforcement should only be done on a case-by-case basis after discussion with the vehicle owner and only to comply with safety considerations.
5.3 Elizabeth Dooley – 56
Elizabeth Dooley spoke to the submission and supported the extension of paid parking measures throughout the city to ensure the public space would be equitably shared with other users and should be used to encourage and promote active modes of transport such as cycling, scooters and pedestrians.
5.4 Paul Matheson and Colin Simmons - Tahunanui Business and Citizens Association Inc – 55
Tāhunanui Business and Citizens Association Inc spokespersons, Paul Matheson and Colin Simmons spoke to the submission and commented on the placement of parking signage in proximity to businesses, restrictions on parking on Tāhunanui Beach and suburban berms and a lack of adequate mobility parking in Tāhunanui.
5.5 Ayla Turner – Nelson Youth Council
Nelson Youth Council spokesperson, Ayla Turner spoke to the submission. She raised concerns that the proposed restrictions on skate boards and scooters on footpaths would have an adverse effect on transport options for the youth, determentally affect the use of the new bus service and would promote an increase in the use of motor vehicles.
5.6 Rodger Curry and Karen Wilson - Blind Citizens NZ Nelson Branch – 72
Blind Citizens NZ Nelson Branch spokespersons, Rodger Curry and Karen Wilson tabled a document (1982984479-6166) and photos (1982984479-6167 and 1982984479-6168) and spoke to the submission. They emphasised that scooters should be prohibited from footpaths in the city in the interest of pedestrian safety and that the enforcement of the parking restrictions on footpaths to ensure accessability should be monitored.
