Held in the Council Chamber, Civic House, 110 Trafalgar Street, Nelson on Friday 9 September 2022, commencing at 1.32p.m.

Her Worship the Mayor R Reese subsequently identified an interest at Agenda Item 6 as a member of the marae committee.

1.    Confirms the minutes of the meeting of the Urban Development Subcommittee, held on 28 June 2022, as a true and correct record.

6.       Chairperson's Report

Document number R27208, agenda pages 8 - 13 refer.

The Chairperson welcomed new Group Manager Environmental Management, Dennis Bush-King, and introduced the report.

The Chairperson answered questions on the remaining funding in the housing reserve fund, ability to access the fund following recent weather events, and what engagement had been undertaken with the public and iwi trusts.

Her Worship the Mayor R Reese declared an interest as a member of the marae committee and took no part in the discussion or decision making.

The meeting adjourned at 2.05p.m. and resumed at 2.12p.m.

Members noted the Chairperson’s tenacity and diligence had delivered some great outcomes for the city and noted that the works undertaken by the Subcommittee had established a solid base for the future development of housing.

 

Recommendation to Council UD/2022/017

 

That the Council

1.    Reaffirms the Housing Reserve criteria (A2748972) for future grants from the Housing Reserve Fund; and

2.    Agrees to leave open the time period for receiving applications for the Housing Reserve fund.

7.       Quarterly Report

Strategic Housing Adviser, Lisa Gibellini, and Programme Lead City Development, Alan Gray, provided a verbal update and answered questions on the Infrastructure Acceleration Fund and potential for an inner city playground and more greenspace development.

The Chairperson commended officers on the exemplary work undertaken over the past three years.

8.       Status report updates - August 2022

9.       Progress Update on Implementation of the National Policy Statement on Urban Development

Manager Environmental Planning, Maxine Day, introduced the report and noted all actions except one had been delivered on time despite challenges with resourcing and the recent weather event.  Ms Day advised MP Phil Twyford had offered to come to speak with the new Council on next steps in the process.

That the Urban Development Subcommittee

1.    Receives the report Progress Update on Implementation of the National Policy Statement on Urban Development  (R27224); and

2.    Endorses the approach and progress to implement the National Policy Statement on Urban Development as set out in Report R27224.
