6.       Chairperson's Report

The Chairperson spoke to her report. She thanked the following officers:

·         Lisa Gibellini for her work on Kāinga Ora project, noting that Ms Gibellini had since moved to the role of Strategic Housing Adviser.

·         Gabrielle Thorpe for her work on the Housing Reserve, noting Ms Thorpe had since moved to a new role outside of Council.

·         Programme Lead City Development, Alan Gray, for his work on Te Ara o Whakatū – City Centre Spatial Plan.

7.       Intensification Action Plan Update

Strategic Housing Adviser, Lisa Gibellini, supported by Group Manager Environmental Management, Clare Barton, presented the report.

Ms Gibellini and Ms Barton answered questions about plans to keep the public informed about the intensification action plan, and about opportunities for Council to influence legislation through submissions to draft National Policy Statements.

Attendance: Councillor Fulton entered the meeting at 9.09a.m.

8.       National Policy Statement - Urban Development Annual monitoring report 2020/2021

Document number R26304, agenda pages 22 - 43 refer.

Group Manager Environmental Management, Clare Barton, supported by Senior Analyst – City Development, Chris Pawson, presented the report.

Mr Pawson answered questions about the provision of additional data, including the composition of population growth numbers, breakdown by immigration status, number of people who had started living in the CBD and fringe during this triennium, and the number of people living in vehicles.

Mr Pawson and Ms Gibellini answered questions regarding requirements under the National Policy Statement - Urban Development to monitor demand and supply of dwellings with a view to climate change impacts, such as emission reductions. Ms Barton spoke about the unavailability of Nelson Tasman data for dwelling types and building materials to inform Council’s zero carbon target data.
