1.    Confirms the minutes of the meeting of the Joint Committee of Tasman District and Nelson City Councils, held on 10 November 2020, as a true and correct record.

Toni Power, Acting Chief Executive and Sarah-Jane Weir, Acting Chair of NRDA will present their six monthly strategic presentation.

Geoff Dangerfield, Board Chair, and Hugh Morrison, Port Nelson CEO, will give a six monthly strategic presentation.

Olivia Hall, Chair of the Tasman Bays Heritage Trust, and Lucinda Blackley-Jimson, Chief Executive of the Nelson Provincial Museum, will give a presentation.

That the Joint Committee

1.        Confirms, in accordance with sections 48(5) and 48(6) of the Local Government Official Information and Meetings Act 1987, that Paul Steere, Catherine Taylor, Andy Wotton and Simon Orr remain after the public has been excluded, for Item 2 of the confidential agenda (Nelson Airport Ltd six month strategic presentation), as they have knowledge that will assist the meeting.

Minutes of a meeting of the Joint Committee of Tasman District and Nelson City Councils

6.       Tasman Bays Heritage Trust - Six Month Strategic Presentation (agenda item 7)

Tasman Bays Heritage Trust Chair, Olivia Hall, and Nelson Provincial Museum Chief Executive, Lucinda Blackley-Jimson, gave a Power Point presentation (A2534479).  Ms Hall noted that the Trust’s Annual Report had not yet been received back from Audit New Zealand.

Attendance:  Her Worship Mayor Reese joined the meeting at 9.48a.m.  His Worship Mayor King vacated the chair and Her Worship Mayor Reese assumed the chair.

Ms Hall and Ms Blackley-Jimson answered questions regarding locations for the Tasman fires exhibition, whether the Museum held any taonga connected with Parihaka and how any such taonga would be handled should any be received by the Museum, collecting oral histories and items relating to the COVID-19 pandemic, rationalisation of the Museum’s collection, and the Museum’s relationship with Founders Heritage Park.

7.       Update on Future Development Strategy and related matters (agenda item 6)

Nelson City Council Senior City Development Adviser, Gabrielle Thorpe, and Tasman District Council Urban Growth Coordinator, Jacqui Deans, presented the report.  Ms Thorpe noted a correction in that the date referred to in paragraph 4.19.2 of the report should be 5 November 2020.

Ms Thorpe and Ms Deans answered questions regarding the areas to be included as urban environments, and the measurement of intensification uptake rates.  It was noted further that the Wakefield community had created a survey regarding housing needs in the Wakefield area.

That the Joint Committee of Tasman District and Nelson City Councils

1.    Receives the report Update on Future Development Strategy and related matters (R21424) and its attachments (A2491932 and A2491755); and

2.    Approves the inclusion of the settlements of Nelson, Richmond, Motueka, Mapua, Wakefield, Brightwater, Cable Bay and Hira as part of the ‘Urban Environment’ in recognition that these communities are part of the same labour and housing market.
