2. Confirmation of Order of Business
There was no change to the order of business.
There were no updates to the Interests Register, and no interests with items on the agenda were declared.
There was no public forum.
5. Parking and Vehicle Control Bylaw (2011), No 207 Amendments to Schedules
Document number R22570, agenda pages 4 - 26 refer.
Team Leader Transport Operations, Matt Bruce, presented the report, noting that additional feedback and interest had been received on Item 4.1 - Nelson Centre of Musical Arts Mobility Parking (two in support and one opposed).
Mr Bruce, answered questions regarding:
· advertising of events
· mobility signage
· P180 parking and operational hours
· parking enforcement
· legislation/decision making powers/Bylaw
· monitoring of the trial/data from the trial (before and after)
· community engagement/views
· safety review
· written feedback from Nelson Intermediate School and Police
· feedback from Nelson City Council’s Legal Team.
The Panel agreed to defer the decision on schedule 13 and adjourn the meeting to allow officers sufficient time to seek legal advice and written feedback from Police.
The meeting was adjourned at 9.41a.m. to be reconvened at a later date.

In Attendance: Councillor Yvonne Bowater, Manager Transport and Solid Waste (M Parfitt), Team Leader Transport Operations (M Bruce), Team Leader Governance (R Byrne ) and Governance Adviser (K McLean)

6. Supplementary Information - Parking and Vehicle Control By-law Changes to Schedules
Team Leader Transport Operations, Matt Bruce, tabled the supplementary report (A2625432).
Discussion was held regarding:
· legislation (Local Government Act and Land Transport Act)
· Police feedback
· Nelson Intermediate School feedback.
Mr Bruce answered further questions regarding:
· the stop signs
· the By-law
· how the stop signs are described on Schedule 13
· feedback from affected parties
· education around the four way stop method
· next steps, if approved by the Panel.
The meeting was adjourned from 9.14a.m. to 9.21a.m.
The Panel agreed to approve the officer’s recommendation, noting the following reasons - that the stop signs:
· were essential for the trial
· were required for Police enforcement and supported by the Police
· would reduce driving through residential streets to avoid main road congestion

Requests that a report be provided, presenting feedback on the trial for stop signs (outlined in report R24773), when the trial has been completed. |
