Present:               Councillor B McGurk (Chairperson), Her Worship the Mayor R Reese, Councillors J Edgar (Deputy Chairperson) and R O'Neill-Stevens, Mr Harland (Waka Kotahi representative)

In Attendance:     Group Manager Infrastructure (A Louverdis) and Governance Advisers (J Brandt and E-J Ruthven)

2.       Confirmation of Order of Business

The Chairperson changed the order for his Chairperson’s report to follow agenda item 7 (Waka Kotahi Update).

6.       Waka Kotahi Update (agenda item 7)

Document number R19205, agenda pages 11 - 12 refer.

Waka Kotahi Director Regional Relationships South Island, Jim Harland spoke about Waka Kotahi’s financial position in light of COVID-19.

Mr Harland answered questions about Waka Kotahi’s ability to take on new projects, and about regional differences regarding recovery from COVID-19.

Mr Harland, supported by Waka Kotahi Lead Strategic Planner, Steve Higgs, answered questions about how the anticipated delays to upcoming key dates for the 2021-2024 National Land Transport Programme might impact the Regional Land Transport Plan process for councils, including the alignment with Long Term Plan processes.

Mr Harland answered questions about the Blenheim to Nelson speed review, noting Waka Kotahi would release its decision post-election 2020, but before Christmas 2020.

Mr Harland undertook to follow up about the surface replacement on Queen Elizabeth II Drive.

7.       Chairperson's Report (agenda item 6)

Councillor McGurk provided a verbal update. He noted his and the Deputy Chair’s recent attendance at the Regional South Island Transport Committee Chairs’ meeting, during which Tasman District Councillor Bryant was appointed as Chairperson.

8.       Nelson Future Access Update

Waka Kotahi representative, Rhys Palmer gave a Powerpoint presentation (A2460000) which summarised the responses from the Nelson Future Access public engagement.

Mr Palmer answered questions about next steps in the process.
