Minutes of a meeting of the Hearings Panel - Other

5. Temporary Road Closures - Crusaders Rugby Game and Weet-Bix Kids TRYathlon

Team Leader Transport Operations, Matt Bruce, spoke to the report and answered questions regarding the proposed alterations to the Schedules.
Schedule 4 – Special Parking Areas
(4.1) Muritai Street bus stop removal
The reasons for the removal of the bus stop were noted, including the petrol station resource consent. However, there were concerns that this was a busy bus stop and it was felt there was a future possibility for relocation of the stop. The Panel requested that a report be brought back once officers had sought feedback from directly affected residents.
(4.2) Relocation of bus stop outside 134 Waimea Road
Mr Bruce noted Nelson Coachlines’ feedback regarding the difficulties for buses entering and exiting this bus stop. He noted that the relocation would not mean any loss of car parking and that there had been no feedback from directly affected residents.
Schedule 7 – Resident Parking Spaces
(4.3) 219 Bridge Street (Resident only park)
Mr Bruce reiterated the information in paragraphs 4.3.1 – 4.3.5 of the agenda report, in particular that a previous request had been declined, that the applicant had received incorrect advice from Council planners and had a disability. He clarified that the request was seeking a maximum term of two years and that there was high demand for parking on Bridge Street.
Manager Transport and Solid Waste, Marg Parfitt, clarified that the resource consent for off street parking would mean a loss of one on-street car park. Ms Parfitt confirmed that a condition could be added, to approve the resident only park subject to the lodging of the resource consent and that if the consent was declined that would be the end of it.
It was noted that no resource consent had been lodged yet and it was agreed to add a further condition that the application be approved for one year, which was considered enough time for the resource consent to be lodged.
Concerns re precedent setting were noted.
(4.4) 34 Tasman Street (Resident only park) and (4.5) 36 Tasman Street (Resident only park)
Mr Bruce gave the background for the applications at 34 and 36 Tasman Street and clarified the criteria in the parking policy, which were that they were not in the CBD, had no off-street parking and no ability to create it.
Discussion took place regarding the need for a modal change in transport and the need to adapt. It was agreed that fees and charges should be reviewed as part of the Annual Plan process. It was also noted that the policy would need to be reviewed going forward, probably next year and a suggestion was made that, because of this, the application be granted on an annually renewable basis.
There were considered to be no issues with the following alterations:
