Councillor S Walker chaired the meeting.
There were no updates to the Interests Register, and no interests with items on the agenda were declared.
4. Street naming application - Stage 4 of Montebello subdivision
Document number R9724, agenda pages 5 - 11 refer.
Consents Subdivision Administrator, Kathy Mardon presented the report, noting that the road to be named reflected the contribution John Waterson had made to the farming community.
Resolved HEA/2018/023 That the Hearings Panel - Other Receives the report Street naming application - Stage 4 of Montebello subdivision (R9724) and its attachments (A2066022 and A2066630); and Approves the name of “Waterson Lane” for the road shown as Lot 96 on the attached Scheme Plan (Attachment 1, A2066022). |
5. Temporary Road Closures for the Masked Parade, Classic Car Display and Port Nelson Street Races
Document number R9488, agenda pages 12 - 20 refer.
Roading Network Coordinator, Melissa Ramsay presented the report, noting that the Classic Car road closure was very similar to previous years, however this application sought an extended closure to include Collingwood Street.
In response to questions, Ms Ramsay advised that there had been consultation with the surrounding businesses and no negative feedback had been received.
Attendance: Councillor Matheson joined the meeting at 9.15am.
Resolved HEA/2018/024 That the Hearings Panel - Other Receives the report Temporary Road Closures for the Masked Parade, Classic Car Display and Port Nelson Street Races (R9488) and its attachments (A2022870, A2037032 and A2023517); and Approves the temporary road closures for the Masked Parade on 26 October 2018, Classic Car Display on 28 October 2018 and the Port Nelson Street Races on 2 January 2019. |
6. Parking and Vehicle Control Bylaw (2011), No 207 Amendments to Schedules

Team Leader Transport and Solid Waste, Matt Bruce presented.
4.1 Piko Street – No stopping (map – agenda page 26)
In response to questions, officers advised that this change was in-line with New Zealand road rules and the feedback received from residents had been supportive of the change.
4.3 The Ridgeway – No stopping (map – agenda page 28)
Officers advised that with the current on-street parking on both sides of the road, traffic would sometimes have to cross the centreline to pass parked cars. Consultation had taken place with local residents and the feedback had been supportive. On-street parking would be retained on the eastern side.
4.4 Tahunanui Drive – No stopping (map – agenda page 29)
Officers advised that the cost of the line marking was going to be paid for by the Developer and that there were no costs to Council. This was a New Zealand Transport Authority corridor, who had given their approval.
4.5 Hodgson Place – No stopping (map – agenda page 30)
Team Leader Transport and Solid Waste, Matt Bruce tabled a parking plan for Hodgson Place, (A2074291) and answered questions on the use of parks, public consultation and the design input.
4.6 Waimea Road – No stopping and bus stop alterations (map – agenda page 31)
Officers advised the bus stop was closely aligned with the pedestrian refuge. Suburban Bus Lines had been consulted and officers were waiting for feedback.
Resolved HEA/2018/025 That the Hearings Panel - Other Receives the report Parking and Vehicle Control Bylaw (2011), No 207 Amendments to Schedules (R9583) and its attachment (A2049671); and Approves amendments detailed in the report R9583, with the exclusion of item 4.6.1: Waimea Road, to the following Schedules of the Bylaw, Parking and Vehicle Control (2011), No 207: · Schedule 4 · Schedule 9 Approves amendments detailed in item 4.6.1 in the report R9583 after confirmation has been received from Suburban Bus Lines that they support the proposed layout. |

File note: On the 8 October 2018, Team Leader Transport and Solid Waste, Matt Bruce confirmed that Suburban Bus Lines had now provided feedback on the proposed bus stop and pedestrian refuge covered in items 4.6 and 4.7 and were in support of the alteration and layout.
