Guidelines for councillors attending the meeting, who are not members of the Committee, as set out in Standing Order 12.1:
· All councillors, whether or not they are members of the Committee, may attend Committee meetings
· At the discretion of the Chair, councillors who are not Committee members may speak, or ask questions about a matter.
· Only Committee members may vote on any matter before the Committee
It is good practice for both Committee members and non-Committee members to declare any interests in items on the agenda. They should withdraw from the room for discussion and voting on any of these items.

Present: Her Worship the Mayor R Reese (Chairperson), Councillors L Acland, B Dahlberg and P Matheson (Deputy Mayor)

2. Confirmation of Order of Business
Her Worship the Mayor advised of one late item for the public excluded part of the meeting. The Draft Chief Executive’s Performance Agreement for 2017/18 had only just been prepared and that the following resolution needed to be passed for the item to be considered:
2.1 Draft Performance Agreement Chief Executive - Plan Year 2017/2018
Resolved CEE/2018/001 That the Chief Executive Employment Committee Considers the public excluded item regarding Performance Agreement Chief Executive at this meeting as a major item not on the agenda, pursuant to Section 46A(7)(a) of the Local Government Official Information and Meetings Act 1987, to enable a timely decision to be made.

6. Chairperson's Report
Her Worship the Mayor Rachel Reese noted that during the past eight months of transition of Chief Executive there had been a lot of pressure put on the business. She thanked the new Chief Executive for his calm and controlled approach to business.
7. Exclusion of the Public
Paul Bell, of Intepeople will be in attendance for the Public Excluded agenda items to answer questions and, accordingly, the following resolution is required to be passed:
Resolved CEE/2018/003 That the Chief Executive Employment Committee Confirms, in accordance with section 48(5) of the Local Government Official Information and Meetings Act 1987, that Paul Bell remain after the public has been excluded, for the Public Excluded agenda, as he has knowledge that will assist the Committee; Notes, in accordance with section 48(6) of the Local Government Official Information and Meetings Act 1987, that the knowledge that Paul Bell possesses relates to the Acting Chief Executive’s performance.
