12. Late Item: Amendment to the membership of the Works and Infrastructure Committee 2 - 2
Document R9331
A report titled Amendment to the membership of the Works and Infrastructure Committee is attached and to be considered as a major late item at this meeting.
Section 46A(1)-(6) of the Local Government Official Information and Meetings Act 1987 and Standing Order 9.8 require that agendas are distributed with the associated reports. As this report was not distributed with the agenda for this meeting, it must be treated as a major late item to be considered at this meeting.
In accordance with section 46A(7) of the Local Government Official Information and Meetings Act 1987 and Standing Order 9.12, a procedural resolution is required before a major item that is not on the agenda for the meeting may be dealt with.
In accordance with section 46A(7)(b)(i) the reason why the item was not on the agenda is because the oversight was identified after the agenda had been distributed.
In accordance with section 46A(7)(b)(ii) the reason why discussion of this item cannot be delayed until a subsequent meeting is because a resolution on the matter is required before the next scheduled meeting of the Council to enable a timely decision to be made.
Recommendation
That the Council
Considers the item regarding Amendment to the membership of the Works and Infrastructure Committee at this meeting as a major item not on the agenda, pursuant to Section 46A(7)(a) of the Local Government Official Information and Meetings Act 1987, to enable a timely decision to be made prior to the 22 May 2018 meeting of the Works and Infrastructure Committee.

Amendment to the membership of the Works and Infrastructure Committee
1. Purpose of Report
1.1 To remove Councillor Bill Dahlberg from the membership of the Works and Infrastructure Committee.
2. Recommendation
Receives the report Amendment to the membership of the Works and Infrastructure Committee (R9331); and Amends the membership of the Works and Infrastructure Committee on a permanent basis, effective immediately, as follows: Works and Infrastructure Committee

2. Background
2.1 At its 3 May 2018 meeting, the Council resolved to appoint Councillor Dahlberg as Deputy Chair of the Sports and Recreation Committee, a committee of which he was not previously a member, and to remove Councillor Rutledge from the membership of that committee. The Sports and Recreation Committee membership therefore remained at eight members.
2.2 At that same meeting, the Council resolved to appoint Councillor Rutledge as the Deputy Chair of the Works and Infrastructure Committee, with no change to the Works and Infrastructure Committee membership, which meant that Councillor Dahlberg was still a member of that Committee. The Works and Infrastructure Committee membership therefore increased to nine members.
2.3 These changes resulted in an increase in the number of committees that Councillor Dahlberg is a member of, and an increase in the membership of the Works and Infrastructure Committee, which was not the intention.
2.4 It is therefore recommended to remove Councillor Dahlberg from the membership of the Works and Infrastructure Committee, bringing the Committee membership back to eight members and meaning no change in the number of committees that Councillor Dahlberg is a member of.
2.5 The next meeting of the Works and Infrastructure Committee is 22 May 2018, a decision on this matter is therefore required prior to that meeting.
