1. Apologies
Resolved JC/2018/001 That the Joint Committee of Tasman District and Nelson City Councils Receive and accepts the apologies from Councillors G Noonan, Bryant and Hawkes; and Her Worship the Mayor and Councillor T Skinner for lateness. |
2. Confirmation of Order of Business
His Worship the Mayor R Kempthorne advised that there would be an update to the order of business and the meeting would consider items on the Public Excluded Agenda first.
There were no updates to the Interests Register. Councillor Greening declared an interest in item 2 on the Public Excluded Agenda - Nelson Airport Limited.
There was no public forum.

Resolved JC/2018/002 That the Joint Committee of Tasman District and Nelson City Councils Confirm the amended minutes of the meeting of the Joint Committee of Tasman District and Nelson City Councils, held on 7 November 2017, as a true and correct record. |
Phil Lough and Martin Byrne of Port Nelson Limited, and Robert Evans and Matt McDonald of Nelson Airport Limited, would be in attendance for Items 2 and 3 of the Public Excluded agenda to answer questions and, accordingly, the following resolution was required to be passed:
That the Joint Committee of Tasman District and Nelson City Councils Confirms, in accordance with section 48(5) of the Local Government Official Information and Meetings Act 1987, the following people remain after the public has been excluded as they have knowledge that will assist the Committee: · Robert Evans and Matt McDonald for item 2 on the Public Excluded Agenda (Nelson Airport Limited six-monthly presentation)
· Phil Lough and Martin Byrne for item 3 on the Public Excluded Agenda (Port Nelson Limited six-monthly presentation); Notes, in accordance with section 48(6) of the Local Government Official Information and Meetings Act 1987, that the knowledge that they possess relates to: · For Robert Evans and Matt McDonald, knowledge relating to Nelson Airport Limited; and · For Phil Lough and Martin Byrne, knowledge relating to Port Nelson Limited · |

The meeting went into public excluded session at 9.34am, Her Worship the Mayor joined the meeting at 9.39am, the meeting resumed in public session at 10.33am.

8. Nelson Regional Development Agency - six-monthly presentation
John Palmer and Mark Rawson spoke to a presentation on the Nelson Regional Development Agency and answered questions on regional identity, the talent pool in the region, economic growth, aging population and visitor experience.

Attendance: Councillor Lawrey left the meeting at 11.01a.m. and returned at 11.05a.m.
9. Tasman Bays Heritage Trust - six-monthly presentation
Olivia Hall and Lucinda Blackley-Jimson spoke to a presentation on the Tasman Bays Heritage Trust and answered questions on expansion and redevelopment.

The meeting adjourned at 11.41a.m. and reconvened at 12.06p.m. at which time Councillor Skinner joined the meeting.
10. Appointment of Independent Director to NRSBU
Document number R9135, agenda pages 16 - 20 refer.
NCC Group Manager Corporate Services Nikki Harrison presented the report and answered questions on delegations and the joint policy on appointment of directors. It was noted that an Iwi representative had not yet been appointed as a representative of all Iwi had not been identified. There was discussion around the importance of voting rights and fair payment for any Iwi appointments.
Resolved JC/2018/005 That the Joint Committee of Tasman District and Nelson City Councils Receives the report Appointment of Independent Director to NRSBU (R9135) and its attachment (A1929008); and Recommends to both Councils that the process to appoint an Iwi representative is instigated as a priority; and Recommends to both Councils that an independent member be appointed to the Nelson Regional Sewerage Business Unit Committee; and then Go through a recruitment and remuneration process to appoint an independent member to (and potentially Chair) the NRSBU in accordance with the Joint Councils Policy for the Appointment of Directors/Trustees of CCO’s and CCTO’s (A537882). |
