Confirms the minutes of the meeting of the Joint Committee of Tasman District and Nelson City Councils, held on 29 November 2016, as a true and correct record.      

6.       Tasman Bays Heritage Trust six-monthly presentation

Lucinda Blackley-Jimson and Emma Thompson will give a presentation on the Tasman Bays Heritage Trust.

7.       Nelson Regional Development Agency six-monthly presentation

John Palmer and Mark Rawson will give a presentation on the Nelson Regional Development Agency.

That the Committee

Confirms, in accordance with section 48(5) of the Local Government Official Information and Meetings Act 1987, that the following people will remain after the public have been excluded as they have knowledge that will assist the Committee:

·         Paul Steere, Rob Evans and Simon Orr, of Nelson Airport Ltd, for item 6 of the Public Excluded agenda (Nelson Airport Ltd Six-Monthly Presentation); and

·         Phil Lough and Martin Byrne, of Port Nelson Ltd, for item 7 of the Public Excluded agenda (Port Nelson Ltd Six-Monthly Presentation); and

Notes, in accordance with section 48(6) of the Local Government Official Information and Meetings Act 1987, that the knowledge they possess relates to:

·         For Paul Steere, Rob Evans and Simon Orr, of Nelson Airport Ltd, knowledge relating to Nelson Airport Ltd; and

·         Phil Lough and Martin Byrne, of Port Nelson Ltd, knowledge relating to Port Nelson Ltd.

Minutes of a meeting of the Joint Committee of Tasman District and Nelson City Councils

In Attendance:   Tasman District Council Chief Executive (L McKenzie), Tasman District Council Corporate Services Manager (M Drummond), Nelson City Council Chief Executive (C Hadley), Nelson City Council Group Manager Community Services (C Ward), Nelson City Council Group Manager Corporate Services (N Harrison), and Nelson City Council Administration Adviser (E-J Ruthven)

There was no change to the order of business.

Her Worship Mayor Reese asked councillors to declare any interests as they arose over the course of the meeting.

4.       Public Forum 

There was no public forum.

5.       Nelson Regional Development Agency Six-Monthly Presentation

John Palmer, Chairperson, and Mark Rawson, Chief Executive, of the Nelson Regional Development Agency (NRDA), joined the meeting.  They gave a presentation regarding the priorities and upcoming projects of the NRDA (A1674452).  They outlined the NRDA Business Plan and spoke about the Regional Identity Project.

Mr Palmer and Mr Rawson answered questions relating to NRDA’s current work programme, including the potential effect on the region flowing on from the Kaikoura earthquake of 14 November 2016, and the timeline for the Regional Identity Project. 

Attendance:  Councillor Sangster left the meeting from 9.55am to 9.57am. 

They also answered questions in relation to potential immigration to and investment within the region, and how the NRDA was partnering with other organisations in these areas.

6.       Tasman Bays Heritage Trust Six-Monthly Presentation

Attendance:  Councillor Fulton left the meeting from 10.08am to 10.09am.

Emma Thompson, Deputy Chairperson, and Lucinda Blackley-Jimson, Chief Executive, of the Tasman Bays Heritage Trust (TBHT) joined the meeting.  They gave a presentation regarding activities undertaken during and highlights of the previous year, the current work programme and aims and priorities for the TBHT (A1670284).

Attendance:  The meeting adjourned from 10.13am to 10.15am.

Ms Thompson and Ms Blackley-Jimson answered questions regarding the Nelson Museum’s physical appearance and window displays, its interactions with the Suter Art Gallery and regional museums, and how its re-branding exercise would be measured.

Attendance:  Councillor Matheson left the meeting from 10.27am to 10.29am.

They also answered questions relating to qualitative measures of visitor experiences, how the Nelson Museum was undertaking structural re-alignment in line with the 2014 Walker report recommendations, and potential initiatives for digital engagement with the community.

Her Worship Mayor Reese explained that a procedural resolution was required in order for several representatives of Nelson Airport Limited and Port Nelson Limited to remain after the public had been excluded from the meeting.
