Document 5809

A report titled Insurance Renewal 2016/17 Infrastructure Assets - Referral to Council is attached and to be considered as a major late item at this meeting.

In accordance with section 46A(7) of the Local Government Official Information and Meetings Act 1987 and Standing Order 3.7.5, a procedural resolution is required before a major item that is not on the agenda for the meeting may be dealt with.

In accordance with section 46A(7)(b)(i) the reason why the item was not on the agenda is because it came to hand after the agenda had been distributed.

In accordance with section 46A(7)(b)(ii) the reason why discussion of this item cannot be delayed until a subsequent meeting is because a resolution on the matter is required before the next scheduled meeting of the Governance Committee to enable a timely decision to be made.

 

 

 

Recommendation

THAT the item regarding Insurance Renewal 2016/17 Infrastructure Assets - Referral to Council be considered at this meeting as a major item not on the agenda, pursuant to Section 46A(7)(a) of the Local Government Official Information and Meetings Act 1987, to enable a timely decision to be made.

Insurance Renewal 2016/17 Infrastructure Assets - Referral to Council

     

 

1.       Purpose of Report

1.1       To refer the matter of the 2016/17 infrastructure assets insurance renewal to Council.

2.       Delegations

2.1       The Audit, Risk and Finance Subcommittee has delegated authority to consider items relating to risk management. The Subcommittee has referred this matter to the Governance Committee.

 

3.       Recommendation

THAT the report Insurance Renewal 2016/17 Infrastructure Assets - Referral to Council (R5809) be received;

AND THAT the Committee refers the matter of the 2016/17 infrastructure assets insurance renewal to Council for consideration at its meeting on 5 May 2016.

 

4.       Background

4.1       The Audit, Risk and Finance Subcommittee considered a report titled ‘Insurance Renewal 2016/17 - Infrastructure Assets’ (R5649) at its meeting on 31 March 2016.

4.2       The Subcommittee agreed that further information was required before direction could be given to officers. The Subcommittee passed the following resolution:

AND THAT the Subcommittee refers the matter of insurance renewal for Council’s infrastructure insurance to the Governance Committee for its consideration and recommendation to Council.

5.       Discussion

5.1       Further information from the brokers has not yet been received by Council officers. A decision on this matter is needed by mid-May in order to withdraw or retain Council’s notice to exit from the Local Authority Protection Programme scheme.

5.2       It is anticipated that further information will be available in time for the Council meeting on 5 May. Therefore it is recommended that the Governance Committee refer the matter to Council.

6.       Options

6.1       Option 1: Refer the matter of the 2016/17 infrastructure assets insurance renewal to Council for consideration at its meeting on 5 May 2016. This is the recommended option.

6.2       Option 2: Do nothing. This would mean a decision could not be made in time to meet the mid-May deadline for exiting the Local Authority Protection Programme scheme.

7.       Alignment with relevant Council policy

7.1       This recommendation is not inconsistent with any previous Council decision.

8.       Assessment of Significance against the Council’s Significance and Engagement Policy

8.1       The recommendation to refer this matter to Council is not a significant decision under Council’s Significance and Engagement Policy.

9.       Consultation

9.1       No consultation has been undertaken in preparing this report.

10.     Inclusion of Māori in the decision making process

10.1     No consultation with Maori has been undertaken in preparing this report.

11.     Conclusion

11.1     It is recommended that the Governance Committee refer the matter of the 2016/17 infrastructure assets insurance renewal to Council to enable a well informed decision to be made.
